The investigation of phenomena involving complex geometry, patterns and scaling has gone through a spectacular development in the past decades. For this relatively short time, geometrical and/or temporal scaling have been shown to represent the common aspects of many processes occurring in an unusually diverse range of fields including physics, mathematics, biology, chemistry, economics, technology and human behavior. As a rule, the complex nature of a phenomenon is manifested in the underlying intricate geometry which in most of the cases can be described in terms of objects with non-integer (fractal) dimension. In other cases, the distribution of events in time or various other quantities show specific scaling behavior, thus providing a better understanding of the relevant factors determining the given processes.Using fractal geometry and scaling as a language in the related theoretical, numerical and experimental investigations, it has been possible to get a deeper insight into previously intractable problems. Among many others, a better understanding of growth phenomena, turbulence, iterative functions, colloidal aggregation, biological pattern formation, stock markets and inhomogeneous materials has emerged through the application of such concepts as scale invariance, self-affinity and multifractality.The main challenge of the journal devoted exclusively to the above kinds of phenomena lies in its interdisciplinary nature; it is our commitment to bring together the most recent developments in these fields so that a fruitful interaction of various approaches and scientific views on complex spatial and temporal behaviors in both nature and society could take place.The journal "FRACTALS: Complex Geometry, Patterns, and Scaling in Nature and Society" will publish the following types of peer-reviewed articles.*Full-length research papers, *Short communications, *Reviews of both technical and pedagogical nature, and*Popular (educational, Scientific American type) articles.

The IEEE Transactions on Vehicular Technology is dedicated to the publication of peer-reviewed original contributions of research regarding the theory and practice of electrical and electronics technology in vehicles and vehicular systems. The intended audience is comprised of engineers, researchers, educators, and graduate students of vehicular technology concepts and theory in academia, industry, and government. The scope of the Transactions is threefold (which was approved by the IEEE Periodicals Committee in 1967) and is published on the journal website as follows: Communications: The use of mobile radio on land, sea, and air, including cellular radio, two-way radio, and one-way radio, with applications to dispatch and control vehicles, mobile radiotelephone, radio paging, and status monitoring and reporting. Related areas include spectrum usage, component radio equipment such as cavities and antennas, compute control for radio systems, digital modulation and transmission techniques, mobile radio circuit design, radio propagation for vehicular communications, effects of ignition noise and radio frequency interference, and consideration of the vehicle as part of the radio operating environment. Transportation Systems: The use of electronic technology for the control of ground transportation systems including, but not limited to, traffic aid systems; traffic control systems; automatic vehicle identification, location, and monitoring systems; automated transport systems, with single and multiple vehicle control; and moving walkways or people-movers. Vehicular Electronics: The use of electronic or electrical components and systems for control, propulsion, or auxiliary functions, including but not limited to, electronic controls for engineer, drive train, convenience, safety, and other vehicle systems; sensors, actuators, and microprocessors for onboard use; electronic fuel control systems; vehicle electrical components and systems collision avoidance systems; electromagnetic compatibility in the vehicle environment; and electric vehicles and controls. In order to achieve its purpose, the Transactions receives and processes original contributions, for potential publication, from researchers, educators and students in the areas of vehicular technologies. The contributions can be conceptual, theoretical, or experimental. Two types of manuscripts are considered for publication. The publication categories are: Papers presenting the results of on-going or completed research, novel applications or tutorial summaries of the state of the art in engineering and technology; Correspondence presenting short original contributions, commenting on papers previously published, posing critical implementation problems, discussing experiences using published results, and reporting on successful and unsuccessful applications of engineering and technology concepts and methodologies.
